What are some different ways of going about composing melodic rhythms? Here are some suggestions;
My first offering is just to use an existing melody's rhythmic structure.
A modification of that one is to apply the process of interversion. That's where you move the second half of a melody or phrase to the beginning and the first half to the end essentially slicing it up and rearranging it.
You can also run through all the possible permutations of the order of the notes.
You can also create a set of rhythms as a pool to choose from. Since most music is in 4/4 and does't go much beyond 16th notes then you could create rhythms within a single beat of the music that have 1,2,3,or 4 rhythmic events and then experiment with combinging them in different ways.
You can also think of rhythms additively.
3+1+4=8 per measure or 3+4+1=8 or 1+4+3=8 or 1+3+4=8 or 4+1+3=8 or 4+3+1=8 etc... You can make a chart. A lot of work but not impossible using combinations of 3,4,5 and 6 rhythmic events

To start there is no one right way to do it. And actually the more different ways you have to do it, the more likely it is you'll find something that works for you if not on a regular basis then at least for any particular one shot deal.
I actually think the first considerations are not what most people would consider musical concerns such as why you want to create a piece of music in the first place.
What is your philosophy or religious stance behind the act of composition? Though I think those are the most important.
So, just for a kind of vague reference to start from: what feeling or state of mind are you trying to create/recreate? It's my position that music recreates feeling and/or mental states through what's called vicarious kinesthesia. Don't worry,
I'll get to the nuts and bolts soon enough and promise not to seemingly meander too much. Some examples of states I often try to recreate; celebration, dance, mystical, communal, abundance, trscendence, cyclic...
I have definite ideas about how to go about recreating each one of those states. Mystical music for example may have drones, slowly bent pitches, probably not faster than 100 beats per minute.
And may have certain instrumentation such as tibetan/Japanese singing bowls, chant, tamboura, sitar, cymbals rattled together instead of crashed, vocal drone,
